What do I need to mod Railway Empire?


If you want to (e.g.) create and edit any cities, you will need Tiled, which can be downloaded here. If you want to change any in-game parameters, you will need Tome, which is already included. …and, of course, you will need the game itself: Railway Empire.


How to create, modify and test a scenario?


Therefore, you are able to use the in-game editor menu. There, you will be able to create a new scenario, modify it (with external software like Tiled or Tome), check its integrity, test it and to upload it to the Steam Workshop.


How to upload my scenario or how to share it?


Therefore, you are able to use the in-game editor menu, too. After a successful attempt to check the data’s integrity, you will be able to upload it to the Steam Workshop.


How to test the scenarios of others?


First of all, you have to download a scenario from the Steam Workshop. Then, you should be able to find and play it in the scenario selection. You can easily identify it by the small Steam icon next to it. Please note, that user generated scenarios are not tested officially and might be buggy.


How to make adjustments to the terrain, like editing mountains or rivers?


Sorry folks, this is not possible.


How to create a scenario that includes all region in one big map?


Sorry folks, this is not possible. You will only be able to work on a single region, which you have selected for your scenario.


Is it possible to import assets (models) like for example engines, buildings or similar objects?


Sorry folks, this is not possible. Anyway, you are able to replace an existing model with any other model of the game. A full list of those is located here: Archive (RailwayEmpire_Assetlist).


Am I able to adjust the visual appearance of any engines, buildings or other assets?


Sorry folks, adjusting the textures of our in-game assets is not possible.


Is there a way to adjust the user interface or any other 2D elements?


Sorry folks, this is not possible. Anyway, you are able to replace an existing icon with any other icon of the game. A full list of those is located here: Archive (RailwayEmpire_Iconlist).


Is it possible to create a tech tree that spans over all eras of the game?


Yes, it is possible. Therefore, open Tome and go to Scenario/Global/Config and enter the value 0 at TechColumnMin and the value 41 at TechColumnMax. Keep in mind, that there are technical reasons behind our decision to restrict a scenario to take place only in one era: using a tech tree than spans across all eras might have a negative impact on the performance of your system, especially on slower machines.


How to adjust global game parameters, for example the game’s speed?


You are not able to adjust parameters globally, but such changes can be applied to each scenario specifically.


Will my changes be applied on-the-fly or do I have to restart the game?


After exporting the necessary *ini files you have to restart the game in order to see your changes in-game.


Is an online connection required for modding Railway Empire?


Yes, our modding tools are connected to the Steam Workshop. Thus, working offline is not possible.


Whoops – it doesn’t start anymore! I think I have messed up my scenario – what to do?


Well, mistakes can happen to all of us. Therefore, we recommend to make a backup of your custom files on a regular. You will find your custom scenario directory here (Windows):
Documents\My Games\Railway Empire\ugc\[ID of your scenario]

So, in case of an emergency you will be always able to set your scenario back to an older state. To avoid doing this too often, it is recommended to check the executability each time you made changes to your scenario.
